Dear Mr Parsons,

Freedom of Information (FOIA)

Please see below the response to your enquiry under the Freedom of
Information Act received on 26^th June 2018.

Our records show that you have sent in two FOIA request simultaneously. As
both are regarding the FIOA performance and Information Governance,
Complaints and Feedback Team, I have aggregated them together under our
reference number IGF/8572.

1^st Request...
The following statistics in the previous annual period. If figures are
recorded in calendar year this would be 2017, if financial year 2017-18.
If available in both, I would prefer calendar for comparison to central
government FOI statistics.

1. What period do you record FOI statistics in? Financial Year/Calendar
Year/Other?
We record all FOIA in data bases that are for the financial year. However,
our current data base has been extended, and is still current. This is due
to internal reports that are being currently run, and this prevents us
form making changes to the structure of the current data base. The data
base that we are currently using is from April 2017 to date.

2. How many FOI requests have you received? (if this figure includes EIR
requests, please state).
I can confirm that we hold this information.  However, this information is
exempt from disclosure under section 21 of the FOIA as it is considered
reasonably accessible to you by other means. Please see the link below:
[1]https://data.yorkopendata.org/dataset/kp...

3. The number of requests where the information was granted?
        Responded in Full – April 2017 – March 2018 - 893

4. The number of requests where the information was entirely withheld (no
information provided)?
        Exempt in full - April 2017 – March 2018 – 708

5. The number of requests where the information was partially withheld
(some, but not all information requested, provided)?
        Exempt in Part – April 2017 . March 2018 - 412

6. How many requests were completed inside the statutory deadline?
I can confirm that we hold this information.  However, this information is
exempt from disclosure under section 21 of the FOIA as it is considered
reasonably accessible to you by other means. Please see the link below:
[2]https://data.yorkopendata.org/dataset/kp...

For further information (points 2 & 6) please see link below, for 40+
datasets we release on FOI/EIR/SAR via here. Please be aware that these
datasets are updated quarterly.

7. How many requests were appealed to internal review?
        April 2017 – March 2018 – 69.

8. How many decisions were upheld at internal review?
        Review Upheld, April 2017 – March 2018 – 39.

        April 2017 – March 2018 – 17.

10. How many decisions were upheld by the ICO?
I can confirm that we hold this information.  However, this information is
exempt from disclosure under section 21 of the FOIA as it is considered
reasonably accessible to you by other means. Please see the link below for
contact details of the ICO:

You can find specific information for the CYC by using the filters on the
ICO website. These filters can be found down the left hand side of the
screen.

Exempt under section 14, April 2017 – March 2018 – 10.

2^nd Request...
1. How many people are employed to deal with FOI?
As explained in question 2 of this request, the team is Information
Governance & Complaints and Feedback Team. Please see below a table which
outlines our current staff levels.

No. of Staff Status Pay Grade
1 Full Time Employee 11
1 Full Time Employee 10

For additional information, please see link for management structure
available on the CYC website:
[5]https://www.york.gov.uk/Council/Departme...

2. What is the budget for administering FOI?
The team in the council which logs and monitors FOI requests also provides
advice and support across the council for the FOI Act and responses, as
well as for EIR requests, data protection and privacy, local government
transparency code.  This team also provides the customer complaint and
feedback service to the council. As FOI requests are responded to by the
appropriate service area, there will also be their own costs to do this.

However what I can provide is the last full financial year total budget
for the information governance, complaints and feedback team.  For April
2017 to March 2018, this was £248,270.

3. Do you use case management software for FOI? If so, which one?
Our software that we use to administer FOI requests, as well as for EIR
requests, data protection request and complaints, is ‘Respond Centre
Point’.

4. Do you publish a disclosure log?
The CYC does publish FOIA responses to the City of York Council website,
see link below.
[6]https://www.york.gov.uk/info/20219/freed...

For further information please see guidelines for FOIA publication scheme
from the ICO, see link below. From this link you should be able to compare
