London and South Eastern Railway Limited was the operator of SouthEastern services, which are provided under a franchise agreement [1] with the Department for Transport.

A Government owned rail operator of last resort, SE Trains Limited, took over the operation of rail services previously run by London & South Eastern Railway Limited under the "Southeastern" name from 17 October 2021. [2,3]

London and South Eastern Railway Limited wasn't subject to Freedom of Information, however we listed it as we believe the company was subject to the Environmental Information Regulations (EIR).

Railway companies have a number of special powers including powers of detention. See also paragraph 52 to 56 of the ruling in Fish Legal v IC & Ors which considers the type of 'special powers;' that mean a body is subject to EIR.
