The Crown Estate Paving Commission is not subject to Freedom of Information. Under the Crown Estate Paving Act 1851, the CEPC has the statutory authority to collect rates from the occupiers of buildings in the streets which it manages. The rates pay for the maintenance of street lighting, collection of refuse etc.
